Online Property Register We are living in a digital age and Jersey is making great strides and innovation in digital jersey. I would like to see an online portal that can be developed to provide the general public and property professionals with online access to official copies of a Jersey Land Registry Title and Title Plans, as well as many other conveyancing searches. Land Registry Searches are the main source of property and land information and reveal ownership, mortgages, charges, boundaries, covenants, easements, maintenance liabilities, house prices and much more. Online searches could be made at a modest charge for professionals and the public. By using an online service, you will be able to quickly obtain official copies of Title Registers and Title Plans. A wide range of other documents and searches could be available via an online portal, such as Index Map Searches and Old Property Deeds. The majority of documents and searches could be provided at speed. Why do we not have a property and land registry?  Every time a property is purchased in Jersey the lawyers have to repeat all the work that has been completed by the lawyer before them and so on until the first title was ever drawn up on that particularly property. So imagine the work it takes to complete on an old Jersey farmhouse.  This online portal would mean that transaction times would be shorter legal costs lower. Purchase a house any day of the week not just a Friday Self-explanatory we should be able to buy a property any day of the week not just a Friday! Lets imagine the scenario, you have packed up your property, the deliver van has arrived and is loading up your home in to their van. You arrive to court and there is a minor glitch…your property does not complete. You have to wait for a whole week to finish the transaction. In 2016 this is not good enough. Not to mention the stress and anxiety caused to all parties involved in the transaction. Online registrations & Voting Speaking to our young millennials, they have been brought up in our digital world. They do not want to come in to a parish hall and register to vote. They expect and want to do this online. We all do online banking now so why not registrations. This should apply to new vehicle registrations, insurances, dog licenses. Our parish’s need to be brought up to 2016 standards and digitised. Elections would become much simpler and quicker and more efficient. Results would be 100% accurate. It would eliminate the large counting operations after the polling stations close for voting. Electors can have the option of voting digitally at polling stations or from their digital devices. This in turn would also most certainly return a higher percentage of voters. We need to stop voter apathy and give people especially our young adults what they want. Funded initial consultation for mental health referrals Powers for Police / Centeniers / lawyers to refer adults and youths to a GP where they can get adequate assessment and referral to Mental Health services and this initial consultation should be free. In my role as a Centenier the most upsetting thing is when I see people who are at the worst point of their lives and as a consequence find themselves entering the judicial system. I am not a Doctor but there are times when it breaks my heart to see people so vulnerable and upset and stressed and depressed. I have often suggested to them about seeing their GP and I have had instances where they have said they can’t afford to go to their Doctor to get the referral. This is real issue and we are a poor society if we can’t look after people in this lowest point of their lives. Not to be able to afford to see the GP for mental health assessment is unacceptable. This could be funded by joint government spending and philanthropy. I also believe that this would bring down the crime level on our island.
